I had this problem as well but solved it by doing three things. First, shut off UAC (which I know you said you've done, and btw, from what I read, it's not a good idea to leave it that way), secondly, uninstall MM with a program such as
Revo Uninstaller. It will go through the registry after uninstallation and show you every reference leftover by the uninstallation process and give you the option to delete them (which I did). There are nearly a 150 or so.
Warning! This will remove your key, your skins, your preferences, everything!
And lastly, reinstalling MM by running the install as administrator (still with UAC shut off). From there I was able to install skins and scripts as they normally should.
Don't know if any of this helps, I just know it worked for me.
