Am I right that MM strips underscores from filenames like this
_song_cut_soft_02.OGG
and displays them in their new form in the Title column as
song cut soft 02 ?
What other editing rules of this sort are applied please?

Only if you have Infer File Properties enabled (Tools > Options > Library). I think it's the only change that happens, _ is often used as space as on the internet as you officially can't use a space in URLs. Infer File Properties is an auto-tool with no user feedback.
Note that you can manually do Infer File Properties with Tools > Auto-Tag from Filename (and then it has a specific option to remove or not to remove underscores). It allows you to control how folder/filenames are interpreted, but can only do files with the same folder/filename setup at any given time.
