MM seems inconsistent about allowing tracks to be drag/dropped to a different order in a playlist

I can't figure it out. I created 10 different playlists. In some of them, I can drag and drop the tracks to reposition them anywhere in the playlist. Yet in some of the other playlists, I cannot. I get a circle with a slash through it over the file when I select and drag and drop.

Is there a particular setting I need to adjust in order to drag and drop to reorder?

Auto playlists can't be reordered.
