Cheap device to play video/audio to RCA (Composite) out

I'm looking for a cheap option to play video/audio out on RCA (Composite). By preference the device is as functional as possible, but in the end price will be a determining factor. Storage expandability is important, so the device can have limited internal storage, but have the ability to use external storage (USB HDD would be best, SDHC is acceptable.) An Android with Wifi device would be ideal, but price and RCA compatibility seem to be an issue. The device can be older as second hand isn't a problem.

The idea is to mainly use it hooked up to the car entertainment system, so let me know your ideas. Thanks.
