Isn't there an option to review posts before posting?

Doesn't phpBB have an option to hold posts from a new user until a moderator okays them ... that would stop these idiots from robo posting wouldn't it?

And/Or some kind of "number of posts in time span"-check for new users too.

I guess it will be a lot of work to check every single post!? Also, it should then be done in a timely manner so people don't complain... Is that even possible or is the current workload the same because of spam?
