Hi,
I use a USB flash drive for my Ford Sync to store all my songs for the car. However, sometimes I listen by track. So, i am thinking that i want to level the volume when i am syncing the files from MM to the usb drive. Then the volume will stay constant among all of the songs on the drive when in the car. The Ford Sync system does not support replay gain.
It seems like this is what the Level Volume when synchronizing audio is best designed for.
Is that correct?

Yes, it's exactly for that, when devices don't support the tag. It only levels the files synced and not the originals on the PC.
