Windows 10 latest patches
Roku 2 and Roku Premiere +
Roksbox Roku app Plug and Play and Cloud Apps
mm port set to 4000
I can see MM server in MM
I can see MM libraries via the Roku Media Player App
I can see my other DLNA (Asus Router and built in windows 10) servers in Roksbox
installed MM on different win 10 box, can see in other dlna players not Roksbox.
Tested the above with firewall off...
Same behavior with both Roku 2 and Premiere +
Same behavior with both Roksbox apps.
Any advice?

Try changing the port? Check Advanced Firewall settings in Admin Tools.

I can confirm that this is the case, but it also can't see the Plex DLNA server here.
