Currently when I export a playlist from MediaMonkey, it creates an M3U file encoded in UTF-8 with a BOM at the beginning ( 0xEF 0xBB 0xBF). The use of a BOM seems to be a Windows thing, is not required, and causes problems when reading files in other programs.
Modifying the playlist export so that it encodes in UTF-8 without BOM would remove this interoperability problem.

As a script does this it can be done through a modified user created script. There are other exporters available too.
