Docked Left/Right Different to Top/Bottom

MM Behaviour is different when a dockable panel with web content is docked Left/Right vs Top/Bottom.
The scroll bar width seems to be ignored when docked Top/Bottom.

I have had to put different onresize code in my script to cater for it but when MM is restarted the onresize is ineffective.
