The track numbers from .m3u files are imported automatically when you scan your drives (or a directory). You can check them in "Order" column in the song list. The default order of tracks in the song list depends on the selected node in the tree - for example in "Artists\REM" son...

Just select the song(s) you want to convert to a different format and execute Songs|Convert song(s) from the main menu. Then you can choose format and other things.

The file is ok on the server, problem was definitely in communication - the download was terminated. Try to download it again from the same place or follow the link to Simtel from the download page, where you can choose among ~30 download servers.
