My playlists work fine from within MM itself. But it's been years since I last used them by d-clicking an .m3u file from File Explorer, so I'm not too surprised that none of them work. They are all in a single Windows folder (not my \Music folder) and MM opens OK when I double-click them, but then doesn't find any of the tracks.
The files have names like
1960s Pop etc (17h17).m3u
and in a text editor that file looks like this:
..\Adam Faith\No. 1 Hits 1960\Poor Me.mp3
..\Anthony Newley\Greatest Hits [UK]\Do You Mind.mp3
..\Anthony Newley\Greatest Hits [UK]\Why.mp3
..\Buddy Holly\The Original Master Tapes\True Love Ways.mp3
..\Chris Barber\Larry Borenstein's Art Gallery Patio, New Orleans oct.24,1960\Ciribiribin.mp3
etc
Do I have to tediously edit the text files, globally changing '..' on every line to 'D:\Music', for every file, or is there a faster way please?

Most text editors have a Replace function. some like TextPad can do this on all open files.
However the Playlists should work once the Relative Paths become valid. So if you put them in D:\Music\Playlists they should now look for files in D:\Music

There is no solution to this, other than manually editing each and every file in the Playlist (or filename on PC to match Playlist value).

This is a playlist from an external device (mobile phone, tablet, USB-stick) that you copied to your computer at some point.
You can recognize this from the "relative path" : .. \ Bach \ .........
Or is this new in MM4? Have i missed something?

Typical for changed file names in MM4 before the second synchronization with the device.
An exported playlist looks like this in MM4:
