Last Modified not always updating

Tag updates are not consistently updating the file's "last modified" property. I backup my files (w/ last modified and file size as criteria) to keep my libraries in sync, so this really creates a problem for me. Otherwise it's copy the whole darned thing.

Which Build (Help > About) are you using and did the file itself get updated when Last Modified fails to?
