How to create New Topic

Apologies for jumping on this topic but I've just joined and I'm lost. I need assistance and on FAQs it says that if you need to post a new topic click on 'New Topic'? I have no button or link or anything that remotely looks like this on my forum screen, can anyone help?

When you logon the forum and navigate to desired section of forum you will get NEW TOPIC button see image below.
