Windows 11, MM 5.0.2.2527.
On my system .bat files are associated to Notepad ++.
Manage Database/Restore from Backup: MM attempts to restart but instead the restart.bat file opens for editing in Notepad++. MM will not open unless reinstalled.
Removing the file association solved the issue.
I don't recall this happening with older beta versions.

We haven't made any recent changes that would affect this. Does the problem also occur e.g. when you switch skins and MediaMonkey (tries to) restarts?
Also, I tried to associate .bat files with a text editor, but this doesn't seem to be possible via Windows file association settings. I guess you edited the registry?

Looks like its a Windows/user issue. Short story, don't associate .bat files with any windows program. Also explains why .bat isn't in the Windows file associations list.
