I have run the debug version, and the logs imply that somehow the playlists are lost between selection of tracks and actual insertion of playlist data:

There is a difference of two columns in the container table (this seems to be where playlist objects are stored?) of the MediaLibrary database between the iPhone on iOS 15.2 and the iPad on iPadOS 14.4.2, for whatever that is worth.
