In MediaMonkey, album art can be stored in a few different ways:
1) 'unsaved' this is when the artwork has been automatically looked up, but not saved.
2) saved to tag (i.e. embedded within the track itself)
3) saved to the track's directory (i.e. saved but not within the track)
My suspicion is that the tracks in question have 'unsaved' artwork and that's why it doesn't appear when synced.
Case 1) can occur if 'Options > Library > Metadata lookup > Background metadata lookup has been enabled for 'Artwork' but not the 'Update tags' option. In such cases, artwork for tracks will appear in the MM library with a 'Save' icon indicating that the artwork has been cached but not saved.
There are a couple of ways to fix this:
a) If you click the 'Save' icon on each album with 'Unsaved' artwork, it'll save according to your preferences configured in Tools > Options > Tags & Playlists : Artwork (i.e. to the tag or to the directory).
b) To lookup artwork for all tracks that are in this state, go to Music > Files to Edit > Unknown Artwork, select all the tracks that appear, and use the 'Auto-tag' tool to lookup/edit artwork.
