I have MMW on my windows 11 laptop, and also have the MM Android app installed on my Pixel 8 Pro phone.
I sync Playlists from MMW to the phone. Only playlists. This has been working successfully for me for some years.
I created a new Playlist with just three songs, and then update the Sync List (Library -> Device) settings by checking the new playlist so it would be synchronised. When I choose "Sync" and then "Sync Now" on the phone, the sync process reports that it is synchronising 2021 files, and then proceeds to begin to download the 2021 files to my phone - starting with Audiobook tracks. I cancel the sync because I don't want 2021 files, I just want my new Playlist and the three files in it.
I have confirmed sync settings on the phone - Sync Server Content shows "Server Content to be synced" is set to "Playlists (partly)", and "Delete local files and playlists, that are on the server but not on the sync list (Confirmation Required)"
I have tried syncing repeatedly, but behaviour is unchanged, and I always have to cancel the sync because I don't want 2000+ files sent to my phone.
Can anyone advise me how to get past this problem? I just want this new Playlist and three songs to be sent to my phone.

Those files are likely included in one of the selections. They may be on one of the other selected Playlists.
You could try to just select the 1 Playlist (and skip deleting when prompted) to see if it and just the files on it are Synced.

I disabled the sync of all Playlists except the new one, and I discovered that the Playlist at the bottom of my list had four NESTED playlists within it. These nested playlists were named "New Playlist" and "New Autoplaylist", and one of them even had a further nested playlist within it.
I don't know how these playlists were created or assigned - but no matter, I deleted them in MMW. Then I synchronised. And the new playlist synchronised as expected.
Then I re-enabled the other playlists in MMW, and they all synchronised and re-appeared on my phone.
