Whoa everyone, sorry I forgot about this post. Some answers:

Just tried a straight up sync by selecting the desired playlists in MediaMonkey and hitting auto-sync.
Seems to have copied the songs over fine and by loading up Google Music they do appear.
However the playlists don't appear to be setup correctly.
When exploring the device in windows Computer\Galaxy Nexus\Internal Storage\Playlists
The playlists in *.pla format are there but contain no data/text. So these aren't m3u's then?
Will explore further to see if i get any progress.
I had this issue too, all of the .pla's are showing up as 0 bytes, but when you actually look at the properties they work:

Do you use MTP mode on the GNex?
Did you use the d_WMDM.dll plugin in MM?
Sorry I can't offer any advice on the m3u playlists.
To everyone who is having issues, I don't know what to say. Is your GN showing up as a device in MM? I didn't do anything fancy, and it is indeed using d_WMDM.dll.
The sync IS a little slower to startup, but once it gets going it's normal speed. I have read a ton of things about people syincing with the GN and really not sure why it works for me. Normal speeds and all that. Note that I don't have auto-sync on, and I am just doing the default directory setup in /Music/ and /playlists/
I read that alot of the issues are with image files, so if you have .jpg album art in the directory maybe don't sync those? All my album art is embedded in the file and I have no .jpg's in my folders.
I still haven't figured how to do .m3u playlists though
