Smart Shuffle Play

I have a playlist with over 10K songs. Right now, when I click shuffle play, it randomly selects songs which is fine, for the most part. However, I'm finding that many songs are not being played at all, which does prove the shuffle really is random. So, I'm looking for a shuffle play that shuffles the songs with the lowest played count. So for example, the playlist has 20 songs with a zero played count, it randomly selects from those songs, until all songs have at least 1 played count, then it would randomly select from all songs with 1 played count, then select from all songs with 2 played count, etc.

Any ideas on how to create this.

I'm assuming it would take some coding, which isn't something I'm really wanting to tackle.
