On first launch, the options "first settings menu" is hidden behind the welcome message. Although you can move that menu to the side and continue with setup as long as it is behind there you cannot maximize, minimize or close mmm.
I am using a late 2017 21,5 4k imac (intel based) with mac os Ventura. I also have a macbook air M5 13" which i can try mediamonkey on to see if it has the same problem. This is ONLY on first launch there after it is ok except for one crash i had when closing mmm but that is another topic when and if i experience it again.
The only work around was moving the wizard to the right of the screen as the focus was on that window and mmm would not allow me to do anything else like minimize/maximize until completing the wizard.
I'm absolutely thrilled that the test build is out!
I had a related issue at launch, and I'm not sure if my issue is the same or not.
When I launched MM, I also had the issue where "Welcome to MediaMonkey" blocked my view of the Setup Wizard window. In addition, the main MediaMonkey window would not receive my clicks. Any click on that window went through to the application behind the MediaMonkey window and switched me to that application in the OS. It took me a while to figure out that I could interact with the Setup window.

Actually, I think it's a different issue. This happens any time a modal dialog is open within the MM application. As long as the dialog is open, I cannot click on the main window. (For example, while in another application, I should be able to click anywhere in the main MM window to switch to MM and reveal the active dialog.)
